It is actually a Python extension that allows access to the ProfileEngine API which is available on 3rd edition FP1 phones (and newer). Note: On 3rd edition phones Python extensions need to be signed using the same certificate and the same capabilities as the Python SIS file itself. If signed differently or using different capabilities, installation will work but you'll get KErrAccessDenied errors at run-time.
